Background

In Vietnam, Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) worked together with the government to develop a pilot cooperative training programme to tackle Vietnam’s shortage of qualified skilled workers in the wastewater sector.

The objective of the cooperative training approach is to provide practical vocational training for the high-in-demand wastewater technical workers. A new occupation for ‘Sewage Engineering Technicians’ was developed based on German standard with local adaptation; to cater for industry demands in the operation, maintenance of drainage networks as well as municipal and industrial treatment plants.

Close cooperation between a vocational college, Vietnamese companies and a sector association was requisite in the development of the occupational standard, development and implementation of a training programme as well as qualification examinations for skilled sewage engineering technicians.

The labour market oriented cooperative training approach produce graduates that meet the requirements of the companies while securing locals with stable-income jobs.
