SEA-VET.NET, the regional knowledge platform on Technical and Vocational Education and Training (TVET) Website (the “Website”) is a dedicated online platform for sharing information, knowledge, tools, data and good practices (the “Content”).

This Website was created in 2018 following a Memorandum of Understanding (MOU) between Southeast Asian Ministers of Education Organisation Regional Centre for Vocational and Technical Education and Training (hereafter SEAMEO VOCTECH) and Deutsche Gesellschaft für Internationale Zusammenarbeit (hereafter GIZ) Regional cooperation programme to improve the quality and labour market orientation of TVET (hereafter RECOTVET). SEAMEO VOCTECH owns the intellectual property of the SEA-VET.NET domain name and website, manages the domain name, and operates this Website.

By using the Website, contributors and those who access the Website (collectively “Users”) agree to be bound by these Terms and Conditions. Please read these Terms and Conditions carefully. If the User does not agree to these Terms and Conditions, he/she must not access or use the Website.

SEAMEO VOCTECH reserves the right to amend the general terms and conditions as well as the Terms of Use at any time, and such amendment will be effective immediately upon posting of the amendment. Once the amendments are posted, the continued use of the Website will be deemed as acceptance of the modified general terms and conditions as well as the Terms of Use, so the User must check them from time to time.

For certain information, SEA-VET.NET may provide more specific restrictions and specific terms of use, which are hereby incorporated by reference. These specific terms and restrictions are available in the Website where the information is made accessible.

Copyright and Permission

SEA-VET.NET is an open knowledge platform. The content available on or through the Website is owned, as the case may be, by SEAMEO VOCTECH and the contributors, and is and may be protected by one or more of copyright, trademark, patent, and trade secret laws, or other proprietary rights regimes, and international treaties, and also may have security components that protect digital information.

Except where otherwise noted, content on this Website is licensed under the Creative Common Attribution-NonCommercial-NoDerivs licence 4.0.

The User may print, download, and store information from the Website for his/her own convenience and for personal, non-commercial use, without any right to resell or redistribute them or to compile or create derivative works therefrom, unless with the prior written consent of SEA-VET.NET. SEAMEO VOCTECH shall prosecute, to the fullest extent of the law, any use of the information in a manner that falsifies, misrepresents, disparages, or fraudulently uses the information.

The Contributor

Users are welcome to share or post Content relevant to TVET on this Website, thereby also becoming contributors. In order to contribute to the Website, it may be requested to register and give personal information such as name, email address, and organization.

Contributors who upload content to the Website agree to uploaded material under the Creative Common Attribution-NonCommercial-NoDerivs licence 4.0.

A contributors may only post information on the Website, which he/she holds ownership and control of. By posting the information on the Website, the Contributor represents and warrants that:

  • He/she owns or controls all rights in and to the posts and has the right to grant the license granted above to us and our affiliates, business partners and service providers, and each of their and our respective licensees, successors and assigns.
  • All of his/her posts do and will comply with these Terms and Conditions.

Contributors shall be responsible for ensuring that their respective content is accurate, lawful and that their respective content does not infringe on proprietary rights of any third party. Contributors shall promptly inform SEAMEO VOCTECH if their respective content requires revision or removal due to inaccuracy or infringement on proprietary rights. The Contributor is responsible for ensuring that the Content does not harm SEA-VET.NET, SEAMEO VOCTECH, its business partners, service providers, content providers, and third parties, as determined by SEA-VET.NET at its sole discretion

Unless expressly stated otherwise, the opinions, findings, and conclusions contained in the information in the Website are those of the various authors of the information and are not endorsed by and do not necessarily reflect the views of SEA-VET.NET.

The content submitted by contributors is not reviewed, evaluated, verified or fact-checked by SEAMEO VOCTECH. Although SEAMEO VOCTECH reserves the right to do so, SEAMEO VOCTECH does not edit contributor-provided content of any type, and SEAMEO VOCTECH additionally reserves the right to refuse or remove any Content that violates these Terms of Use.

The User

The User is responsible for the use of the Website and may use the Website for lawful purposes only. The User shall promptly inform SEA-VET.NET if Content posted requires revision or removal due to inaccuracy or infringement on proprietary rights.

The User agrees not to use the Website and the tools to do any of including but not limited to the following:

  • Violate any applicable law or encourage or provide instructions to another to do so.
  • Defame, abuse, harass, stalk, threaten or otherwise violate the legal rights (such as rights of privacy and publicity) of others.
  • Publish, post, distribute or disseminate any defamatory, infringing, obscene, indecent or unlawful material or information.
  • Misrepresent the identity, including by impersonating SEA-VET.NET or its staff.
  • Collect or store personal information about anyone.
  • Upload or attach files that contain software or other material protected by intellectual property laws (or by rights of privacy and publicity) unless the rights thereto are owned or controlled or the User has received all consents therefore as may be required by law.
  • Upload or attach files that contain viruses, corrupted files or any other similar software or programs that may damage the operation of another's computer or other device.
  • Delete any author attributions, legal notices or proprietary designations or labels in any file that is uploaded.
  • Falsify the origin or source of software or other material contained in a file that is uploaded.
  • Advertise or offer to sell any goods or services, or provide any investment advice or otherwise violate applicable securities laws, or conduct or forward surveys, contests or chain letters, or download any file posted by another party that cannot be legally distributed in such manner.
  • Attempt to gain unauthorized access to SEAMEO VOCTECH’s computer systems or networks, through hacking, password mining or any other means; or damage, disable, overburden, or impair SEAMEO VOCTECH ’s servers or networks, or interfere with any other party's use and enjoyment of the Website, or modify, distribute, decompile, disassemble, or reverse engineer any portion of the tools.
  • Circumvent, disable or otherwise interfere with security-related features of this Website or tools/ features that prevent or restrict use or copying of any Content or monitor and enforce limitations on use of this Website or the Content.

SEAMEO VOCTECH reserves the rights to and may take without notice to the User any legal and technical remedies to prevent the violation of this provision and to enforce these Terms of Use. The SEA-VET.NET admin may terminate the User’s access to the Website at any time without notice. In the event of termination, the User will no longer be authorised to access the Community, but all restrictions imposed on her/him and all limitations and indemnities set out in these Terms will survive.

Privacy Policy

Generally, the User can visit the Website without revealing any personal information. However, in order to access and use certain information or parts of the Website, the User may be requested to register and give personal information such as name, email address, and organization. The personal information provided will be used only for the purpose for which the disclosure was requested, for example, for technical and customer administration of the Website. This personal information is not shared with third parties other than service providers that may be contracted by SEA-VET.NET to assist in the technical and customer administration of the Website. SEA-VET.NET will only use the personal information for the purpose for which it was disclosed and the service provider will not be authorized to retain, share, store or use the personal information for any other purpose, except to the extent necessary to provide their services to SEA-VET.NET.

SEA-VET.NET or a service provider designated by it monitors trends in the use of the Website by collecting general information on the use of the Website. Only summaries of visitors’ usage and preferences are reported, and SEA-VET.NET uses this information to generate statistics and measure the Website activity in order to improve the usefulness of the Website, for example, statistics on the most downloaded files or the most and least visited pages. This information will not be used to identify or track down an individual user. Furthermore, this information is never connected with any personal information supplied to SEA-VET.NET if registering on the Website. All data collected by SEA-VET.NET or the designated service provider is owned by SEA-VET.NET and it will not share, sell, distribute or rent this information to anyone.

The User acknowledges that in general exchanges using the tools in the Website are public and not private communications. Therefore, any posts will be considered available for public use and distribution as provided herein. In private groups, while anyone can view the thread title of the group, only forum members who are signed in and have been accepted to the group can access the full text of messages.

Notwithstanding the above, SEA-VET.NET reserves the right to disclose any information, including personal information, when required by law or when necessary to investigate potential illegal activities such as fraud, violations of the Terms and Conditions, or when otherwise necessary to protect the property, rights and safety of SEA-VET.NET.

Use of Cookies

The Website uses cookies, which are small bits of code stored on the computer and then sent back to the server when the User visits the Website at another time. These cookies store Website visits and preferences and information that have already been provided. The User has the option to disable these cookies if the browser permits. Please note that if the cookies are disabled, the User may not be able to use certain features of the Website and may be required to re-enter information.

If SEAMEO VOCTECH revokes such consent, the User agrees to immediately remove and disable any and all of the User’s links to the Website. Liability and Indemnification

The use of this Website is at the User's sole risk. Under no circumstances, including, but not limited to negligence, shall SEAMEO VOCTECH be liable for any direct, indirect, incidental, special or consequential damages, even if SEAMEO VOCTECH has been advised of the possibility of such damages.

Furthermore, the User agrees to defend, indemnify, and hold harmless SEAMEO VOCTECH from and against any and all actions, claims, losses, damages, liabilities and expenses (including reasonable attorneys' fees) arising out of the User's use of this Website, including, without limitation, any claims alleging facts that if true would constitute a breach by the User of these Terms of Use. If the User is dissatisfied with any Content on this Website or with any of its Terms and Conditions of Use, the User's sole and exclusive remedy is to discontinue using the Website.

Because SEAMEO VOCTECH has no control over the content submitted by contributors and Users, the User agrees to look solely to the contributor of the content for any claims the User may have regarding the content. The User specifically acknowledges and agrees that SEAMEO VOCTECH is not liable for any conduct of any User. If the User has a dispute with one or more users, the User forever releases SEAMEO VOCTECH (and its officers, directors, agents, affiliates, and employees) from claims, demands and damages (actual and consequential) of every kind and nature, known and unknown, arising out of or in any way connected with such disputes.

Notwithstanding the foregoing, SEAMEO VOCTECH reserves the right to assume the exclusive defense of any matter subject to indemnification by the User, and the User will cooperate fully as reasonably required, and the User shall not in any event settle any matter without the written consent of SEAMEO VOCTECH. 

Nothing in or relating to these Terms of Use shall be construed as a waiver, renunciation or modification by SEAMEO VOCTECH of any immunities from suit or enforcement measures that it may enjoy under any international and national laws, any agreement between any parties or any international convention or customary international law.

If a court of competent jurisdiction finds any provision (or part of a provision) of these Terms and Conditions invalid, unenforceable or illegal, the court should endeavor to give effect to the parties’ intentions as reflected in the provision and the court ruling shall in no way affect the validity, enforceability or legality of the other provisions.
