Article
SINGPORE. Khmer Times (25 March 2026) - Labour and Vocational Training Minister Heng Sour received a courtesy call and held discussions with Suresh Natarajan, Chief Executive Officer of ITE Education Services Singapore (ITEES), yesterday at the ministry.
During the meeting, both sides signed a Memorandum of Understanding (MoU) on “Cooperation in Technical and Vocational Education and Training (TVET),” aimed at improving the quality and standards of vocational training in Cambodia.
The agreement focuses on strengthening key elements of the TVET system, including infrastructure development, leadership, institutional capacity, curriculum, and certification standards. The initiative seeks to ensure that Cambodian youth acquire practical skills and competencies aligned with evolving industry demands and global competitiveness, particularly in accessing employment opportunities in Singapore.
Speaking at the event, Minister Heng Sour highlighted that the MoU embodies mutual commitment, trust, and robust collaboration between the ministry and ITEES, with backing from the Singaporean Embassy in Cambodia. He expressed pride that ITEES had chosen the ministry as a strategic partner to advance technical education and workforce development in Cambodia.
The minister said that the government adopts an open approach to international education providers, noting that similar cooperation frameworks have recently been established with countries such as the United Kingdom and Australia. He added that this new partnership will further transform Cambodia’s TVET system and contribute to building a skilled, productive, and competitive workforce.
Sour thanked ITEES for its support and the Singaporean Embassy for its strong cooperation, reaffirming readiness to implement the MoU and confidence in a growing partnership.
Suresh Natarajan called the new MoU an honour for ITEES, highlighting the organisation’s ongoing collaboration with the ministry. He emphasised that the agreement will improve skills development and create job opportunities for Cambodians in Singapore. He also reiterated ITEES’s commitment to helping Cambodia build a future-ready workforce.
Both sides also discussed labour market trends and explored the possibility of expanding practical workplace training programmes and extending employment contracts for Cambodian workers in Singapore to up to 3 years.
ITEES has played a significant role in Cambodia’s human resource development, having trained more than 6,000 Cambodian officials and trainers, enhancing training quality, institutional management, teaching standards, and workforce competitiveness in the region.
