Skills have been one of the driving forces behind Philippines’ development and growth. Educational attainment rate among the Filipino population continues to grow in recent decades, but although the country has been regionally successful within Southeast Asia, it has yet to attain the standards of more developed countries. This report analyses the implementation of employment and skills development programmes in a number of cities in the Philippines: Taguig City, Cebu City, and Davao City. The management of employment and skills programmes in the Philippines is led by the government through the Public Employment Service Offices (PESOs). These offices have the responsibility of integrating nationally regulated policies and programmes. All three cities have the initiatives to make investments in order to better link people to jobs, develop a skilled workforce and attract new investment.
