Viet Nam is ranked the third-largest recipient of foreign direct investment (FDI) among ASEAN member countries, behind Singapore and Malaysia. The country needs to develop highly-skilled workers to support productivity in all sectors and to compete in the regional and global market. The shortage of qualified human resources is an obstacle for growing business and risks devaluation of FDI inflows. This assessment scrutinizes the trends, strengths, and weaknesses of TVET in Viet Nam. It also provides strategic investment priorities in education and training, and the way forward. The assessment examines previous programs on skills development implemented by the Ministry of Labour–Invalids and Social Affairs (MOLISA), particularly by General Directorate of Vocational Training (GDVT), with the hope for Viet Nam to accelerate the pace of its economic growth.
