Singapore, Indonesia keen to explore further collaboration on vocational education


New ILO Study published on Skill Shortages in the ICT Sector in Thailand and Indonesia

The International Labour Organisations has published a timely study on education and migration trends of ICT specialists in India, Indonesia and Thailand - “Skills shortages and labour migration in the field of information and communication technology”. The following three areas are analysed:

  • trends in the ICT sector and labour markets;
  • the potential demand for ICT jobs and the anticipated shortages of skilled workers in the digital economy, as well as approaches for improving the education and training of ICT workers;
  • factors affecting the migration of highly-skilled ICT workers.

The final chapter provides key findings and possible policy responses for governments, education and training institutions, and employers’ and workers’ organizations.

Gender in Focus

The study also takes a closer look at gender dynamics and finds that women are underrepresented in the ICT sector. The share of female ICT specialists lies around 36% in Indonesia and 33% in Thailand. In Indonesia, more than half of all women in the ICT sector work in the field of marketing and only 28% as specialists. One of the main reasons for this imbalance is the low enrolment rate of women in IT-related study fields at technical vocational education and training (TVET), and higher education institutes.

In order to address the gender bias in the ICT sector, and IT skill shortages in labour markets more generally, policies are needed to raise the enrolement rate of women in IT-related study fields. The study suggests strategies on how to encourage more women to decide for an education and career in the ICT sector; notably it is not only about making TVET more attractive for women but policies should also tackle gender biases at the workplace to improve career prospects of women in the sector:

  1. actively encourage women to study ICT related subjects;
  2. raise employers’ awareness regarding the benefits of employing female ICT specialists;
  3. introduce flexible work styles in companies for employees with children and;
  4. improve the career paths of women in the sector by addressing wage gaps and by promoting women into mid- and high-level roles.
