Future-proofing TVET
Strategies for digital transformation and AI integration
Description
This discussion paper was developed from the ongoing work of UNESCO-UNEVOC, particularly through its Bridging Innovation and Learning in TVET (BILT) project. It primarily draws from the BILT Bridging Event that took place in May 2025 in Kuala Lumpur, Malaysia, which brought together TVET stakeholders from around the world to share insights on policies for digital transformation and integration of Artificial Intelligence (AI) in TVET.
The policies and frameworks outlined in this paper respond to the shared call from TVET stakeholders for more precise guidance. Specifically, participants called for synthesized evidence, comparative policy insights and actionable recommendations to support countries in translating digital and AI ambitions into effective TVET reforms. The paper is structured around three guiding questions that framed the BILT Bridging Event 2025:
- Which policies have successfully supported thedigital transformation and integration of AI in TVETsystems?
- What key enablers support effective policymakingfor digital transformation and integration of AIin TVET, and what challenges, gaps and systemictensions influence their implementation?
- How can international cooperation supportnational TVET systems in accelerating digitaltransformation and integration of AI?
Participants called for synthesized evidence, comparative policy insights and actionable recommendations to support countries in translating digital and AI ambitions into effective TVET reforms. This paper consolidates discussions from the event.
