The Inclusion Guidebook has been developed to support Technical and Vocational Education and Training (TVET) teaching personnel in ASEAN countries to develop inclusive training, including adapting curricula, lesson plans, and assessment to the needs of diverse learners. It serves as a reference book to accompany the interactive and fully self-paced Web-Based Training (WBT) course of the same title, ‘Curriculum Adaptation for Disadvantaged Individuals’.

This guidebook can be used to respond to activities from the online learning units and to retrieve information related to inclusive TVET. Additionally, it has been developed as a completely standalone resource for offline learning, catering to situations of limited internet and device access.

The efforts to promote inclusion in TVET began in 2020 when the German government’s Regional Cooperation Programme for TVET in ASEAN (RECOTVET), implemented by GIZ, partnered with SEAMEO Regional Centre for Special Education Needs (SEAMEO SEN), with the support of the European Union's TVET Toolbox to develop an in-service training module to address the needs of marginalized groups in vocational training.

In the first pilot training, 19 core staff successfully completed the course and gained hands-on experience in adapting the curriculum to provide greater comprehensiveness for students with special needs. The success of the initiative encouraged collaborative partners to participate in further training development, making the module available to a wider audience. Particularly in Viet Nam, the Reform TVET programme, implemented by GIZ and the Directorate of Vocational Education and Training (DVET) under MOLISA, adapted this regional module’s content and structure into a web-based training (WBT) for the Vietnamese context. Additionally, a guidebook was developed to support participation in the online course.

To promote these training resources at the regional level, RECOTVET updated the digital content of available inclusive TVET teacher training resources, consolidating them into a fully self-paced Web-Based Training course suitable for an ASEAN context. Hosted on the SEA-VET Learning Platform, the course was launched in March 2024 and is accompanied by the Inclusion Guidebook for offline learning.

The contents of the guidebook mirror those found in the WBT course, which includes 12 eLessons covering 6 topics. It also encompasses various elements, including ‘Snippets’, which provide key information or messages to remember, ‘Reflection Question’, posed in the lessons and intended for reflection within the guidebook, and ‘Offline Assignments’, introduced in each lesson and to be documented in the guidebook.
