This research reports on the government-industry partnership, TESDA-BPAP, attempt in achieving inclusive growth through the IT-BPO industry. Favoured by direct foreign investment, IT-BPO industry has seen an average annual growth rate of 25%. However, the industry faces the challenge of employing qualified workers. This paper utilises conceptualisation, data gathering and analysis as the method to its exploratory phase of the investigation. This research concludes that at this stage, the government tackles inclusive growth by providing support through human capital development. However, at present, the effectiveness of the programme cannot be determined. A more meticulous investigation and data collection are needed to examine the effectiveness of the multi-site programmes. Furthermore, a more recent data is required to properly evaluate the efficacy of the overall programme.
