Policy Prerequisites for the Fourth Industrial Revolution

As part of the Asia Foundation series, this white paper examines the challenges confronting ASEAN policy makers in the face of the ‘Fourth Industrial Revolution’ (IR4.0), also looking at the political and economical dimensions of the region’s digital transformation in accordance to IR4.0. It outlines policy recommendations and institutional adjustments the region needs to consider to be ready for IR4.0. The report also provides recommendations on cooperation amongst stakeholders to promote prosperity, jobs and inclusive growth.
The report also suggests three recommendations for ASEAN member states to support their efforts to measure and respond to the changes in the local labour markets from IR4.0. It can also aid the member states to gain benefits of innovations in the age of IR4.0, which lead to inclusive economic growth. The recommendations provided are the following:
- Policy partnerships to improve labour market dashboards.
- Enhanced capacity to deliver skills training that fits the market.
- Structural reforms that promote more innovative economies.
