Background

In Brunei, the Energy Industry Competency Framework (EICF), established in July 2013, between the Energy Department at the Prime Minister’s Office (EDPMO), the Ministry of Education and relevant industries, provides a benchmark and pathway for Bruneians to acquire trade skills and competencies to meet the standards of industries.

Using a ‘Whole of Nation’ approach where relevant ministries and stakeholders both in the government and private sector collaborate closely with the education institution from early planning to late evaluation stage, EICF’s initial 15 programmes offered in IBTE provided a solution to local skilled workers in Oil and Gas industries, which was previously filled by more skilful foreigners.

Due to the success, the EICF model is being replicated to other sectors such as Construction, Hospitality and Tourism, ICT, Engineering, Automotive and Agro-Technology, and known as Industry Competency Framework (ICF). The number of programmes offered under ICF has increased to 52 programmes in 2018.
