PUTRAJAYA: The National Skills Development Council (MPKK) yesterday approved the blueprint framework for empowering human capital through technical and vocational education and training (TVET), said Deputy Human Resource Minister Datuk Mahfuz Omar.
He said the council had collectively agreed that the blueprint framework developed by the MPKK working committee should be brought to the highest level so that it could be used in drafting policies for TVET implementation in Malaysia.
Mahfuz said the matter would be discussed among the ministry’s top management on May 8 and later with Minister of Human Resources, M Kulasegaran on May 14.
“We hope this blueprint can be presented to the Cabinet so that we will be able to align the framework with strategic implementation plans for the period 2020-2025,” he said.
Mahfuz also hoped the blueprint could be included in the 12th Malaysia Plan (RMK12) which would commence in 2021.
The blueprint will involve six clusters of the MPKK working committee namely TVET governance, certification and recognition, training funding, improvement of TVET training, strategic partnerships and promotions.
Meanwhile, Mahfuz said MPKK had also agreed to expand the National Occupational Skills Standard (NOSS) to cover several areas of Malaysia Standard Industry Classification (MSIC) such as retailing, fishery products, aquaculture, pipeline and concrete pump installation, cladding installation and arboriculture. — Bernama
