The Chairman of the Hanoi People's Committee, Vu Dai Thang, has just signed and issued Plan No. 292/KH-UBND on the implementation of the restructuring and reorganisation of public vocational education, continuing education, and university institutions in the city.
According to the plan, the restructuring aims to reorganise the network of educational institutions by shifting from a "management of education" mindset to a "management of educational development" mindset, improving the quality of training, utilising resources effectively, and creating more favorable conditions for learners.
The city has identified the focus not only on reducing administrative layers but also on innovating school governance, expanding training scale, and maximising the efficiency of facilities, teachers, and administrative staff.
Simultaneously, it is implementing the policy of "reducing administrative staff and increasing direct teaching staff," gradually forming large-scale vocational education institutions that offer multi-disciplinary and multi-field training.
The restructuring was carried out on the principle of ensuring compliance with the Central Government's policies and the Ministry of Education and Training's guidelines; it was open, transparent, scientific, prudent, and consistent with the Vocational Education Network Planning for the period 2021-2030, with a vision to 2045, as well as the Capital City Planning.
For the public college and vocational school system, Hanoi will consolidate 19 institutions, including 10 colleges and 9 vocational schools, into 10 institutions, comprising 8 colleges and 2 vocational schools.
Of these, five schools will remain unchanged for restructuring: Hanoi College of Arts, Hanoi College of High Technology, Ha Tay Community College, Hanoi General Vocational Training School, and Hanoi Vocational Training School of Public Works and Transportation.
Two vocational schools will develop plans to upgrade to multi-disciplinary colleges, while the remaining 14 schools will be merged or consolidated according to a planned schedule.
Regarding vocational and continuing education centers, the city will consolidate the existing 29 centers into 14. After the central government issues guidelines on the vocational high school model, Hanoi will convert 5 vocational and continuing education centers to this model.
The consolidation of centers is being carried out regionally, including the inner city, the North, the East, the West, the Southwest, the Northwest, the South, and the Red River area, to ensure convenience in organization and management.
Hanoi Metropolitan University will continue to maintain its original organisational structure. The city has identified it as a core training institution, receiving investment and development according to the Hanoi Metropolitan University Development Plan until 2030, with a vision to 2045, aiming to improve the quality of human resources to serve the sustainable development of the capital city.
According to the plan, the restructured educational institutions must fully meet the establishment conditions stipulated by law (except for Hanoi College of Arts), continue to operate with greater or greater autonomy in recurrent expenditure, and offer multi-disciplinary training with large enrollment and strong resources.
In the initial phase after the merger, the schools will retain their existing headquarters, facilities, assets, financial mechanisms, allocated staff, and existing personnel to ensure stable training operations and lay the foundation for a long-term restructuring process.
