ASEAN preparing labour market information and skills for Just Energy Transition (JET)

ASEAN delegation participated in the study trip to learn about Just Energy Transition (JET) with special focus on aspects of labour market and skills, from 25-29 September 2023, in Berlin and Potsdam, Germany.

The study trip was organised by GIZ-RECOTVET with the aim of advancing the ASEAN community’s capacity to navigate the challenges and opportunities arising from the global transition towards sustainable energy.

13 ASEAN delegates, who were holding diverse positions and responsibilities related to JET from different ministries and labour market institutions, business associations from Indonesia, Thailand, and Viet Nam had opportunities to meet partner organisations in Germany to learn about JET process.

In Frankfurt, in the first three days, the delegates met 50Hertz Transmission GmbH, Agora Energiewende (AGORA), Federal Employment Agency (BA), Institute for Employment Research (IAB), Federal Institute for Vocational Education and Training (BiBB), Renewables Academy AG (RENAC), German Energy Agency (DENA), Federal Association of Renewable Energies (BEE).  These organisations representing to voices from policymakers, researchers, business sector, and training providers in renewable energy sector, labour market and skill development in the JET process in Germany. The shared practical experiences and lessons learned gained great interest and attention from the delegates.

At two last days of the trip, in Potsdam, the delegates attended a conference on Pathways of Greening Labour Markets. Opportunities and Challenges for Regional and Local Labour Market Observation in Europe and beyond organised by the European Network on Regional Labour Market Monitoring that provided insights from European experts and networks with a broader audience involved in JET. The information provided in 5 relevant thematic topics i)policy frameworks and implementation; ii) labour market, skill requirements and development; iii) stakeholder engagement and social acceptance; iv) financing and investment; and v) regional differences and adaptation, helped the participants had a structured view about elements involving in the JET.

At the last session, the delegates gathered for an ASEAN meeting that they sum up all knowledge had learned in the trip, discussed challenges and opportunities for JET in each AMS and suggested follow-up activities at both country and ASEAN regional levels.

Addressing the fruitfulness of the study tour, the delegates shared positive feedback after the trip

  • “I get many lessons learned and insights from the materials and discussion and have used them to inform my Ministry about the importance of preparing the labour market to support the implementation of just energy transition”.
  • “I believe such initiatives play a crucial role in fostering knowledge exchange and community engagement... I look forward to future events and anticipate more opportunities to engage in such enlightening experiences”.
