| Welcome to the first issue of SEA-NET Newsletter! To continue improving TVET in Southeast Asia, we need to have a lasting and central space for communication and sharing knowledge. In response, SEAMEO VOCTECH and GIZ’s Regional Cooperation Programme to improve the training of TVET personnel in the ASEAN region (RECOTVET), supported by strategic partners like UNESCO-UNEVOC, SEAMEO and ASEAN Secretariats, ILO Bangkok, and OECD have cre ated the regional knowledge platform SEA-VET.NET. This platform aims to facilitate the cooperation between regional TVET stakeholders, especially with regard to knowledge sharing, and to support the development of TVET personnel in the region. Considering the vast contents of the platform, we decided to share the highlights with our users through this bimonthly Newsletter. Here, readers will be informed about what’s new on the platform, covering TVET Events, News, Resources, Country Profiles, Good Practices, the TVET Community, and, not to mention the upcoming feature on Industry 4.0! Enjoy reading the Newsletter and explore the contents of SEA-VET.NET.

The Seminar and Study Visit will offer in-depth insights into the Japanese higher education and research landscape through an exclusive Seminar hosted by JANU and visits to leading higher education institutions throughout the Kansai region of Japan. | |
| 9th Regional Policy Dialogue on TVET: “Business and Industry Cooperation in TVET – advancing ASEAN’s Future Agenda for TVET” | 24 – 25 June 2019 | Bangkok, Thailand Organised by ASEC, GIZ RECOTVET and ABAC | Initated by the ASEAN Secretariat and the German government’s Regional Cooperation Programme to Improve the Quality and Labour Market Orientation of TVET (RECOTVET), the 9th RPD will bring together representatives from the ASEAN Senior Officials Meeting on Education (SOM-ED) and Senior Labour Officials Meeting as well as representatives of business and industry to discuss specific recommendations for ASEAN’s future agenda for TVET. It is hoped that the meeting will provide insights and guidance for ASEAN’s strategy development in TVET as well as the post-2020 ASEAN work plans on education and labour. | |
| Regional Training Programme on "Integrating Entrepreneurial Skills in TVET Curriculum" | 24 June – 04 July 2019 | Brunei Darussalam Organised by SEAMEO VOCTECH | This two-week training programme aims at strengthening the effectiveness of entrepreneurship development programmes through building the capabilities of participants. The programme envisages for its participants to be able to facilitate students with the following: clear understanding of entrepreneurship education and how it fits into the broader curriculum and development plan; develop students’ own entrepreneurial knowledge, skills and attitudes that are requisite of entrepreneurs; and develop positive attitude towards self-employment.

| The 4th International Conference of Vocational Higher Education | 05 – 07 August 2019 | Manado, Indonesia Organised by Universitas Indonesia | This ICVHE is an international forum aimed to discuss the recent improvement and challenges on Vocational Education nowadays and in the future, from the research insight, especially applied research in field of administrative, business, information and technology; health (management) science; and social humanities. The event is devised as a space to exchange ideas and discussion on the challenges that the education and manufacturing faces in preparing the human capabilities to shift into the current trend of automation and the role of advance technologies play in those challenges. | |
| The 8th ADB International Skills Forum | 27 – 29 August 2019 | Manila, Philippines Organised by Asian Development Bank | This year’s skills forum will focus on emerging opportunities that will help prepare the workforce to a new labor market environment. These opportunities include, among others, advancement in Big Data analytics and artificial intelligence for data mining of needed skills; learning management systems to integrate the key elements of an education system; and harmonizing various learning platforms to address the requirements of working with cyber-physical systems, the Internet of things, cloud computing, and cognitive computing. The skills forum will gather experts in information and communication technology from the industry and education sectors. | |

| ASEAN Labour Ministers Initiative towards preparing for the ‘Future of Work’ | ASEAN The labour ministers attended a conference on the Future of Work, Embracing Technology; Inclusive Growth – Special Session of ASEAN Labour Ministers on Future of Work. The conference placed an important emphasis towards ASEAN Labour Ministers making further efforts in preparing their workers and business for the future of work, and protecting the transformative changes that come along with it. | |
| Renovated Bokeo Vocational School reopens with German support | Lao PDR The official handover ceremony of the renovated Technical and Vocational Training (TVET) School in Bokeo Province took place recently with the help of the Lao and German government through KfW grant amounting to nearly EUR1 Million. As a further chapter in German support to Laos’ vocational sector, the new Vocational Education Financing Facility programme has been established in cooperation with the Ministry of Education and Sports.

Women in ICT – An Untapped Potential | A new ILO study examines skill shortages in the ICT sector in Thailand and Indonesia. The study also takes a closer look at gender dynamics and finds that women are underrepresented in the ICT sector. The share of female ICT specialists lies around 36% in Indonesia and 33% in Thailand. In Indonesia, of these 36% more than half work in the field of marketing and only 28% as specialists. The study identifies women’s low enrolment rates in IT-related study fields at technical vocational and higher education institutes as a key reason for this imbalance. Future ASEAN Agenda for TVET 2019, GIZ RECOTVETThe Future ASEAN Agenda for TVET was developed by a group of 20 representatives from chambers, associations and companies from all ten ASEAN member states in the course of several workshops between June 2018 and March 2019. The publication delivers 45 outlines 45 actions-oriented policy recommendations for a labour-market oriented TVET reforms in the ASEAN region. | |
| Regional TVET Teacher Standard for ASEAN | 2019, SEAMEO VOCTECH & GIZ RECOTVET | Headed by SEAMEO VOCTECH, the Regional TVET Teacher Standard for ASEAN was developed by a regional working group with the support of RECOTVET. The group obtained voluntary contributions of expertise and experience from multi-stakeholder representatives of 9 ASEAN Member States: Brunei, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand and Vietnam. | |

It draws from local experiences to provide policy makers with practical advice for the implementation of vocational education programmes. | |

| Did You Know? Brunei Darussalam overall adheres its strategic roles to their “Vision 2035” or more locally known as "Wawasan 2035". Following this vision, the Sultanate's Ministry of Education have recognized Vocational and Technical Education as one of the main pillars of its education system; SPN-21 (National Education System for the 21st Century). This strategy was initiated in order for the small nation to: i. develop a TVET system that is accessible, equitable and attractive to promote growth and work; ii. create conditions of quality TVET education system; and iii. implement a transparent and efficient governance. | Did You Know? The vision the National Technical Education and Skills Development Plan (NTESDP) 2018-2022 in the Philippines have for the TVET sector in the country is one that is of "Vibrant Quality TVET for Decent Work and Sustainable Inclusive Growth". The TVET sector in the archipelagic country also aims to strengthen itself mainly to attain two main strategic direction; i. Global Competitiveness and Workforce Readiness and ii. Social Equity for Workforce Inclusion and Poverty Reduction. One of the key objectives in the NTESDP is to "instill values and integrity in the conduct and delivery of TVET in the whole sector and to progressively align their programs and of course offerings with global standards, especially in critical or priority sectors of the Philippine economy." | | | 2016 - on going | School of Electronics and Info-Communication Technology (SEIT) at Institute of Technical Education College East Singapore has been implementing The Project-Based Learning with Webinar (PBL with Webinar) in order to engage student learning and student mastery of theoretical and practical skills in server administration. The implementation has proven to have resulted in a significant drop in disengaged learning behaviour and improvement in attendance and punctuality. Improved student motivation through this technology-supported active learning approach brings students closer to attaining mastery learning, to be both examination-ready and work-ready. | |

| | 2012 - on going | An indicator-based VET reporting system developed and implemented as a regular activity by the National Institute for Vocational Education and Training (NIVET), in trilateral cooperation with the German Federal Institute for Vocational Education and Training (BIBB) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The standardized VET reporting process, culminating with a bilingual publication to regularly report the results of monitoring the VET reports, provided policy makers with a solution to track TVET development and policy making. The series of key findings from Vietnam’s VET Reports have been useful for national and international stakeholders and organizations. | |
