Improving TVET – Priorities for Sustainable Growth in the AEC
About the Event
Background
Having experienced strong economic growth and social development over the past decade, the ASEAN region has developed into one of the growth engines for the world economy. As a consequence, the development of skilled workforce as a foundation for continuous development has become a strategic priority for the ASEAN community. With the establishment of the ASEAN Economic Community (AEC) at the end of 2015, the strengthening of technical and vocational education and training as well as the facilitation of skilled labour mobility across the region has become an even higher priority for ASEAN member states. Demand from ASEAN Member States for improved TVET is strong. Since 2012 the German Federal Ministry for Economic Cooperation and Development (BMZ), has facilitated a regional TVET Conference as a forum for dialogue and exchange between TVET players in ASEAN.
The Regional TVET Conference 2017 on Improving TVET – Priorities for Sustainable Growth in ASEAN, jointly hosted by the Government of Myanmar, the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Asian Development Bank (ADB), marked the 4th and the last in the series of regional conferences on Technical and Vocational Education and Training in ASEAN.
Objectives
The regional TVET conference focused on providing decision-makers with new inputs and developing policy recommendations on TVET topics of emerging relevance for ASEAN countries. It promoted specialist debates, transnational cooperation and regional harmonization within the TVET sector in Asia and in ASEAN in particular. Specifically, the conference aimed to:
- Maximize opportunities for interaction among participants and between participants and panellists, as well as networking and exchange; and
- Maximize the development of concrete outcomes, which participants can take away home.
Session Rationale & Methodology:
The conference included a plenary presentation, panel discussion and concurrent group sessions with a focus on three specific thematic areas of exceptional relevance to the on-going TVET agenda in the region. These were:
- Labour Markets and Skills in the Digital Era
- Sustainable Employer Engagement in TVET
- TVET Personnel in the 21st Century
The conference organization and implementation, including everything from the used methodologies to logistical service providers was guided by three core principles: Interactivity, Outcome Orientation and Sustainability.
