Ensuring TVET Quality - Preparing for the AEC 2015
About the Event
Background
Over the past decade, Asia has become one of the major key players in the growing world economy.
Along with the newly industrialised economies of China and India, the 10 ASEAN economies have also experienced economic growth and social development. Emphasising the importance of knowledge and the need for skilled workforce, countries in ASEAN region highlight vocational education as a priority in order to ensure economic and social development are sustained. The process of ASEAN integration and its institutions support knowledge sharing, alignment of educational systems through negotiation of mutual recognition arrangements and a more open labour market. These are the key factors in upgrading the status of TVET in order to better prepare their future workforces for an ASEAN common market, and to enhance labour mobility.
In anticipation of the then planned economic integration of the ASEAN nations as the ASEAN Economic Community (AEC), the 2nd Regional TVET Conference on Ensuring TVET Quality - Preparing for the AEC 2015, could not be any timelier. In respect of the opportunities and challenges ahead to strengthen and harmonise TVET regionally and prepare for a more open ASEAN labour market in the wake of AEC 2015, the conference aimed to provide a platform for the delegates to share and learn good practices and experiences with regard to harmonisation, quality standards, and private sector cooperation to improve the provision of TVET services in the region.
Objective(s)
- Share and learn from good practice examples;
- Stimulate regional TVET networking within ASEAN;
- Formulate recommendations for raising the quality and demand orientation of TVET; and
- Contribute to regional integration processes.
Session Rationale & Methodology
Input and panel sessions, including group sessions on thematic topics, were held to address key issues in increasing TVET quality in the national and regional context and enhancing the mobility of qualified workers in the region. Topics covered were:
- Cooperating with the business community – Improving the demand orientation of TVET
- Harmonising standards and certification – Striving towards mutual/regional recognition
- Measuring TVET quality - From measuring input to measuring performance
