The SEA-VET.net team would like to extend well wishes and health to our respected readers. SEA-VET.net continues to run its regular operations and information on TVET developments in Southeast Asia will always be available for your perusal. Second series Launch of In-Service Training towards "Fit for Industry 4.0”

RECOTVET & SEAMEO VOCTECH | 1st April 2020

RECOTVET and SEAMEO VOCTECH co-hosted the “4th Workshop on the Progress and Implementation of five regional training of multipliers” end of January 2020 as a way to keep track of the progress from previous regional Trainings of Multipliers implementations and to further enhance the quality of the upcoming second series. RECOTVET is seeing an increasing number of multiplying effects as the Multipliers have reportedly successfully trained almost another 600 TVET teachers at the national level across the region.

School dropouts gain hope through BEEP Programme

The Ministry of Education and Ministry of Labour and Vocational Training continues to collaborate with UNESCO on the 4 year Basic Education Equivalency (BEEP)(2020-2023). The programme has brought benefits to more than 2000 school dropouts across 15 provinces in the country and thus there has been to calls for an expansion after a successful first year of implementation.

Vietnam extends international vocational training

Vietnam | 18th February 2020

Vocational training schools in Viet Nam aims to continue use of curricula transferred from Australia and Germany until the end of 2020 and 2025, respectively. Developed by the Ministry of Labour, Invalids and Social Affairs (MOLISA), the plan aims to develop high-quality TVET institutes, teachers and managers as well as pilot key vocational training courses at ASEAN and international levels.

This publication by the ILO is the 2020 edition of the Global Employment Trends for Youth, in which it sets out and identifies the youth labour market situation around the world. This report incorporates the most recent labour market information available and examines the technological advances of the Fourth Industrial Revolution and how this has created both opportunities and challenges in the labour market amongst young people.

The Future of Work Across ASEAN

2020 | The Asia Foundation – Sponsored by Microsoft

As part of the Asia Foundation series, this white paper examines the challenges confronting ASEAN policy makers in the face of the ‘Fourth Industrial Revolution’ (IR4.0), also looking at the political and economical dimensions of the region’s digital transformation in accordance to IR4.0. It outlines policy recommendations and institutional adjustments the region needs to consider to be ready for IR4.0. The report also provides recommendations on cooperation amongst stakeholders to promote prosperity, jobs and inclusive growth.

Quality Toolbox for Better TVET Delivery

GIZ RECOTVET presents the “Quality Toolbox for better TVET delivery”. The Toolbox is now available both as a resource for joint training at the regional level as well as for translation and adaptation to the national level. In its pragmatic approach, the toolbox reflects the ambition of its authors and stakeholder to empower TVET personnel to take a more active role as agents of quality development and change.

Did You Know?

In Indonesia, its focus of concern for TVET outcome appears to be on the high unemployment rate particularly of educated youths. It then comes as to no surprise that the Indonesian Government strategically prioritises on the technical and vocational education and training (TVET) as a method to impart education that can lead to jobs. TVET in Indonesia is seen as an enabler of a skilled future workforce, as one of the ‘bridges for supporting the golden generation’, and as a key contributor in its economic development. A range of Ministries are responsible for TVET in Indonesia including local governments with the most prominent ones being the Ministry of Education and Culture (MoEC), the Ministry of Research Technology and Higher Education (MoRTHE) and the Ministry of Manpower and Transmigration (MoMT).

Future ASEAN Agenda for TVET

2019 | ASEAN | ASEAN Future Work Council - Supported by GIZ

The Future ASEAN Agenda for TVET is the product of a regional learning process among ASEAN member states (AMS). The initiative entails 45 recommendations outlining action-oriented policy recommendations for labour-market oriented TVET reforms in the ASEAN region, which were developed by a group of 20 representatives from chambers, associations and companies from all ten AMS.

Jobstart Philippines

2011 | Philippines | Department of Labor and Employment (DOLE) of the Philippines - Supported by ADB

DOLE of the Philippines launched the pilot project Job Start Philippines (JPS) in collaboration with the ADB in 2011. The project was designed and developed to support and provide guidance to at-risk youth in becoming job-ready. In funding the JPS programme, the ADB and the Government of Canada have supported the project with a grant through technical assistance.

Demand-based Industry-driven Skills Training

In Brunei, the government has funded the establishment of Centre for Capacity Building (PPK) under the 11th National Development Program to develop vocational skills training and professionalisation of skilled labour for local youths. PPK’s “top-up incentive”, friendly entry requirement and practical-laden curriculum has attracted and enabled less qualified and unemployed jobseekers to gain skilling and re-skilling training, thereafter to work in various private sector and foreign direct investment (FDI) companies.
