About the Event


The event on Education and Skills is jointly organised by the Ministry of Labour - Invalids and Social Affairs (MOLISA) of Viet Nam, the Asian Development Bank (ADB), the Organisation for Economic Cooperation and Development (OECD) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

The aim of the OECD Southeast Asia Regional Policy Network (SEARPN) on Education and Skills is to foster knowledge exchange in support of national growth and regional integration by encouraging a whole-of-government approach to the formation and implementation of skills policies. The SEARPN on Education and Skills builds on the platform of the OECD’s Employment and Skills Strategies in Southeast Asia (ESSSA) initiative, which has been networking skills and labour ministries from ASEAN and OECD Member States since 2008.

The German Government’s Regional Cooperation Programme to Improve the Quality and Labour Market Orientation of Technical and Vocational Education and Training (RECOTVET) aims to support and create personnel, institutional and thematic preconditions for regionally harmonized and labour market oriented TVET systems in Southeast Asia. Since 2017, RECOTVET has further expanded its supports to ASEAN Member States (AMS), in collaboration with other development partners and German TVET Programmes, in strengthening demand-oriented TVET system. This event is part of RECOTVET’s Regional Policy Dialogue series, which aims to deepen regional exchange and learning among AMS.


The implications of the digital economy will be vast. While it is likely that it may make some jobs redundant, digitalisation will also introduce a number of new jobs in sectors ranging from manufacturing, retail, telecommunications, and transport. While this could exacerbate skills shortage, AMS can turn this challenge into an opportunity by effectively building and deploying human capital. This meeting aims to identify common challenges related to skills and employment and examine promising policies and practices used by countries to better prepare ASEAN countries for the next production revolution.
